His policies?  If he had been allowed to enact any of his policies, I would certainly consider the impact they had.  To the extent he is responsible for moving from an economy in  freefall, to a stagnant economy to a slow recovery is debatable.  It is however clear that he has prevented the GOP from buggering it up further.

/I agree with the rest of your post, pretty much. I don't like alot of what Obama has done but I don't hold him responsible for the crummy economy in the midst of massive deleveraging in the wake of the housing bubble. And Bush was terrible.

I thought a bipartisan committee came up with it, as a consequence should they completely fail to reach an agreement, on a fight about the debt ceiling that Republicans started, that they used to regard as a mundane procedural action.  Why did they threaten to default on our sovereign debt, take America hostage, force a showdown, sign off on the sequester as a consequence of failure and crow about getting 98% of what they wanted?

 How can can something originate, be debated on, voted and passed into law by the congress, on an entirely optional procedural fight started by Republicans and yet not be congress' fault?  Put me in the "I don't get it" column.

Yes. Obama did the equivalent of giving congress a ticking time bomb with a clearly-labeled on/off switch. They agreed to receive the bomb-even helped wire it-but instead of flipping the switch to "off," congress just watched the time tick to zero.

I find it difficult to blame the president for other people's failure to act.

Who's idea it was initially is irrelevant.  What matters is that those who claimed they got 98% of what they wanted out of the sequester deal not only didn't do anything to avoid the sequester, they're now refusing to accept responsibility for their f*ck ups that allowed it to happen.  The Republicans in Congress are teenagers who agreed to obey curfew and mow the lawn or they'd lose their car, then stayed out 'till 1am every night and didn't do jack to the lawn and are suddenly screaming about how it's not fair and it's all their mean parents' fault that their car is getting taken away.  Yes, the sequester was Obama's idea, but it was Congress' responsibility to keep it from happening.  They failed to do their f*cking jobs, so that makes it their fault.

Congress allowed for both, so as a body, there was willingness for both.

Doing something implies willingness. An Obama staffer had the idea for the Sequester. It was the same guy that Woodward tried to say threatened him over who to blame for the sequester.

Congress may be unwilling NOW, to defeat it, but they passed it.
