If HP designed guns:

The gun itself would cost $100, and come with 2 bullets. To reload, you'd have to spend $500 on another 6 bullets in a sealed magazine. Refilling it yourself would be dangerous, and if the little chip in the magazine is tampered with, the gun will refuse to work.

I was going to go off on how having lower-capacity magazines means you'd have to reload more often (and potentially carry fewer rounds during a mass shooting).  But then I RTFA.  So I'll skip that rant and say she appears to be rather ignorant on this subject.

DeGette's spokeswoman Juliet Johnson issued a statement Wednesday, saying the congresswoman mispoke.

"The Congresswoman has been working on a high-capacity assault magazine ban for years, and has been deeply involved in the issue; she simply misspoke in referring to 'magazines' when she should have referred to 'clips,' which cannot be reused because they don't have a feeding mechanism," Johnson said.

 I'm sure all those SMLE, Mauser,  and SKS stripper clips I reused over and over and over would be interested to hear that, not to mention the Garand en-bloc clips I re-used.

To be fair, they are kinda a "one time use only" bit in high profile mass murders, like school shootings. Not because you throw them away though, but rather because the person using them usually dies. Plus, high cap mags probably will be reduced in time by police confiscations when the gun is being used/owned in an illegal fashion, for instance.

I seriously doubt that that is what she was getting at though.

I hear the NRA spent a million dollars funding a study saying we should have armed guards at all schools. If the NRA would care to pay for that, with no financial impact on the local community, I'd be in favor of it. Just increase the annual membership fee to $100,000 or so...

I've been know to reuse magazines, but they do tend to get a bit sticky after a while.
