There was a similar incident that happened on a church in Ankeny, IA, a northern suburb of Des Moines, some years ago.  Church employees came to work one morning to find the kid's lifeless body swinging from the roof.  I seem to recall it was also in winter, so the body was frozen, too.

It later turned out that he had a buddy with him but when he got into trouble with the ropes, his buddy paniced  and ran.

1 climbing rope.  9 mm or better, static is fine.  Gear to anchor it if needed.
2 ascenders
2 etriers.
2 daisies.
1 rappell device + locking biner.
1 harness.
Full rack of kyrlon spray paint cans with duck-taped loops so you can clip them to your harness.
latex gloves to keep your paws paint-free.
1 Headlamp with red filter.
Free biners to taste, couple for the jugs and ladders, more for the paint cans + tied off bottle of Dewar's.

/several months to spend in jail on a domestic terrorism charge.

If you have just got a loop of rope round you, how do you lower yourself over the edge? Don't you just plummet without the appropriate rapelling kit? Doesn't someone else have to be there to lower you and, more importantly, pull you back up?

Even a seat rig (super tough leather with ropes through all four corners) on a basic pulley setup would have been safer. This guy hung himself.

Old school climber here...  This is a classic case of the bad stuff that happens when you hang from a rope that's just tied around your waist.  Years ago climbers didn't have harnesses; they just did a few snug wraps around their waist and tied it off with a bowline.  They also know, however, that if you fall you've only got a few minutes to get your weight off that loop or you will die from asphyxiation.

My wife's office had been in that building (Ban roll-on tower at 12th and K streets), now it is in the newer near-twin structure at 13th and K. The side of the building the tagger was hanging from faces south, over the top of a movie theater and toward the roof of the parking garage of the newer building. Any tagging he would have done on that side would have been invisible to the street... a person parking on the sixth floor roof of the newer building was the first to report him.

Let's see how this shakes out. Bet someone with deep pockets winds up getting sued and having to shell out some $$$ to a saddened family.

Back in "Fun City" days of NYC, a tagger entered a subway yard and started spraying a train car. As fate would have it, a spark ignited the paint and the artiste was severely burned. Then, NYC was severely burned when a court held the city liable for not protecting the miscreant from his creative impulses.
