Satisfactory is a pretty low bar.  I would hope and expect that nearly all teachers are at least satisfactory.  Those who aren't should be weeded out.

How to Be A Teacher:   1. Take some BS "liberal arts" courses in college
2. Proclaim to all who will listen that you don't have classes Mondays *or* Fridays
3. Receive the nickname "Drinking Machine" due to the frequency at which you binge drink
4. Treat the first three years of college like one non-stop party
5. As you enter your graduating year, begin to realize that companies aren't exactly offering six figure salaries for "C" level English Lit majors
6. Look for the path of least resistance with respect to making yourself employable
7. Decide on a one-year teaching credit without actually considering what it's like to be a teacher ("summers off! full benefits!")
8. Discover (to your chagrin) that teaching is actually a demanding job
9. Adopt a "they're not paying me enough" attitude (even though they're paying you what you agreed to)
10. Find some other way to "maximize your compensation" (e.g. BS Masters degree, cheating)
11. Proclaim to all who will listen that you "did it for the children"

Satisfactory doesn't mean you liked your teachers in school, and probably doesn't account for succeeding despite the teacher (which may point the finger to the larger component of education, parents).

The one principal in Florida admits to being more lenient, because the proficiency standards have changed 21 times in the past 6 years.
 
Could you make that target if your corporate office changed how they define you doing a good job 21 times in the past 6 years, or would you be relying on your immediate supervisor to be more understanding, based on his observations of your performance.

I know a lot of teachers, and many of them are idiots.  That said they are all very well educated, most with multiple degrees and/or a Masters.  They took their education seriously and then went through a very competitive process to enter teachers college and then an even more competitive process to secure a first probationary job.  Most of the "idiots" are such because they have ample education but no "street smarts."  They have lived in the bubble of a classroom and at their parents house for the first 25 years of their life.
 
Also, this is in Canada, so could be completely different experience.  I think teachers are also paid significantly better here, I know a couple making around 100k.

Exactly the same boat...degree, salary, years. But I live in the SLC area which is cheaper. Also supplement my pay by teaching adjunct at one of those pay to play colleges (not Phoenix)

This entire "Race for the Top" initiative is nothing more than the Department of Education passing the buck in hopes of somebody, somewhere, coming up with a methodology for evaluating teachers. By applying for a one-time grant, districts are required to develop a set of guidelines for evaluating teachers. They don't have to be a good set of guidelines, just a set of guidelines. San Diego Unified didn't even bother, probably figuring it would just stir up a union hornet's nest in the process, and who needs that shiat in an election year, right?
