Ah, the empty lives and empty heads of art history majors. Since it's from Arizona let me suggest a new rule:

If your tube top covers your belly button it might be time to start wearing a combination of opaque bras covered by opaque blouses. Try to keep the real horror shows to a minimum.

Usually hot weather brings the white out. Otherwise I've seen people in white (or off-white) blazers just a few weeks ago, and it looked great.

I always thought it was Memorial Day, but I never paid much attention, just heard that was the rule.

And, living in So Cal, I guess I wore a lot more white in the summer than in the winter and enjoyed seeing girls and women in white pants.

Pretty sure this "rule" was officially voided by the Fashion Powers That Be about ten tears ago. Wear white whenever the fark you feel like it.

I wear white whenever the hell I farking feel like it.  The people who think that breaking these rules makes a person a social pariah worthy of insults and snide comments are probably douches to begin with.

Women are judged on what they wear. So are men, but not as much as women.  It's not as simple as trying to impress men; most women are more concerned with how other women perceive them, because they know most men don't know a thing about women's fashion.  Also, choosing the right outfit and right accessories for the occasion can make a huge impression on people.  Do you get upset when you are told to "dress for success?"  It's good advice, and it applies to women as well as men.    Have you ever laughed at a People of WalMart picture, or made some offhand derogatory comment about a fat woman in yoga pants?  One cannot do these things and simultaneously say that people should wear whatever they want to wear.  One would be a hypocrite, unless one truly believes that a person should not care if people are publicly mocking him/her because of his/her clothing.

That said, the thing about wearing white is outdated.  No one cares when you wear white anymore, just like no one cares about whether you are showing your ankles under your dress.

People like to comment about when to wear white simply because it means the speaker has enough wealth to have a large supply of alternate dresses.  It's a way of saying some other woman is a pauper.

I follow the no-white-after-Labor-day rule, even though I've lived my entire adult life in Arizona and Southern California.  This rule was instilled in me quite young.  I can't get myself to break it.

I also tend to stain every white garment I've ever owned, so there's that, too...

My mother was strict about not wearing white until after Memorial Day. She always spoke disparagingly about people who were "rushing the season" by wearing white too early. "Rushing the season" was a major fashion felony.
