So if I'm R'ing TFA right, the memo is basically some agent writing a report that says "Some wackadoodle told me this rumor, and I'm putting it in this report, and I'm going to ignore it from here on." Also, it was written in 1950, after the Roswell thing, so it's probably just the same rumor going round still.
