As the member of a town council, I'm not surprised.  Town council and the school board seem to be the favorite venues of petty, vindictive, two bit, wannabe tyrants.

Good grief, when are we automating local municipal affairs? Do we really need to replicate the same basic water/sewage/infrastructure differently in every damn town in the world?

We already trust our lives to computers when we sit in a jetliner, we can't trust computers to schedule road repairs and garbage pickup?

It's time to automate out these sociopathic children.

To be fair, the situation does appear to be that an actor whose job is to act crazy, approached him while he was out with his daughter.  I can see going back inside and then having the police come by to clear the crazy out.  My reaction to that situation would likely be determine by how dark it really was and how clearly I could see the mic, the camera, etc vs crazy people running at my child.  If I decide it is mostly the latter, I'm likely drawing my CCW.

Any politician from Canada knows who she is, this has been an ongoing schtick for years. She's approached politicians at every level of government, right up to the Prime Minister. They have all played along and had a laugh with it. Also, his claims about it being dark and his child being there were found to be false.

So I'd say it's more than likely he was deserving to be shouted at. He probably wanted to knock the sewage treatment plant down and let the "free market" magically handle it instead or something...

-Non Moron: Revamping the treatment plant is going to cost X amount, to cover the cost we should raise the sewer bill by Y for Z years to pay it off with out going into debt.
-Moron: NO NEW TAXES! WE SHOULD BROADEN THE BASE AND GENERATE NEW REVENUE THROUGH TAX CUTS!

Yes we do.    It is frequently 10-20 miles between communities in Idaho.    Trying to design a single system that could cover a county would be crazy.    In more densely populated areas, you might make it work.
