Could be wet. Kind of old-school, but formaldehyde-laced pot causes the same symptoms and would be easier to get.

The trouble is, like all these kinds of stories, is 100% of what we know comes from the police report.

As we've been seeing in Seattle, police regularly fabricate and distort reports, omit details. Of particular question is how police do or don't use "de-escalation" techniques prior to going into full take-down mode, because the default assumption in the report is police were reasonable and civil throughout the engagement. Such as we've been seeing is quite often not the case.

On-body cameras that sent data to an independent server would exonerate the (presumably majority) of police while also serving to assist prosecutions, and also ensure that police were given appropriate training when escalations did go beyond procedure.

The police union in Seattle fights this request frequently, and the "blue line" has set up to prevent any police accountability other than facile and after-the-fact, a one-person "oversight board" with limited authority.
