Well economically, it's essentially that, with shout-outs from the government with cheap land in return for jobs. Socially, it's another matter.

There is suspicion that they were dumped in the river after a crackdown by authorities to stop people from selling the meat from pigs that died on farms of disease or other causes. Since the ducks are also from some sort of farm, I would guess that this is also the result of trying to stop the trade in tainted duck meat.
