I am just guessing here but the money may be owed to the tribe by treaty, or money not yet distributed from earlier budgets. If money from, for example, 2009 hasn't been distributed then Congress (or the President for that matter) cannot arbitrarily decide not to dispense the money. It was allocated before this budget years Congress. There is probable a legal way to stop the money, by having another Congressional vote, but if you start doing that be prepared to make our current budget stoppage look like good money management.

Congress sets the budget. CONGRESS. The President PROPOSES a budget, but frankly, he is not constitutionally required to do that. Congress IS constitutionally in charge of passing a budget. The President then decides if he will sign it or not.

It's not, it's a grant for vital services. The US government will never, ever pay what's owed to the various tribes. Hell, back in the 80's, the Supreme Court ruled that the Badlands belonged to the Sioux by treaty, yet the Badlands has yet to be handed over to them. Do you really think the Feds are going to hand over the $100+ billion they owe the various tribes?

Not sure if it applies here, but lots of gambling places have been built on a scale for attracting long distance travelers because of monopolies, and in many places that's starting to go away and will be blown out of the water if online ever gets fully legal (it's actually 100% legal in many states to bet the ponies on the intertubes)

For example, Indiana had a casino on the outskirts of Cincinnati to attract Ohioans, and now a casino just opened up in downtown Cincinnati.  It'll be interesting to see the impact in the future.

I regret a lot of stuff I did, but at the time, it was acceptable either in my mind or by prevailing attitudes.  Do I feel the need to go back and apologize with cash?  Nope.  Try to keep your regrets out of the rest of our wallets.

Then there's the whole "alternative fuels" thing, which most of the oil companies would just as soon ignore - but have to be involved with because the government basically bribes them to. If that goes away, alcohol-based fuels would basically disappear.

Actual, real "subsidies" to the oil companies, where they basically get free money? Not so much. Certainly not in the "billions" range.

So how long do they take in record profits without paying taxes and getting subsidies - er, tax deductions -  until it's fair?  Is there some point in the foreseeable future that an insanely profitable company could deign to drop a few coins in the public till?  I admit, it's far less capatilistic than giving all the ridiculously wealthy executives another raise, but...maybe they could give the 99% a break...?

You forgot that by allowing these extra write-offs companies will be attracted to your area.  Like oil companies, car manufacturers are "lured" by the minimum amount of taxes they will have to pay.  In return, they bring in hundreds of jobs to a local economy as well as wealth to be spent as a result of those wages.  More jobs- more spending and more tax revenue: trickle down as it were.  You tax the oil giants, they'll shop around for the lowest tax rate elsewhere.
