Normally, I'd say that even in the case where you sit on a wall and it collapses, in a park like Lassen, well, that's a tragic but entirely accidental death. Walls do collapse, and Lassen is unusually active geologically.

However in this case, it sounds like the woman is dangerously incompetent and possibly criminal. Why she's shredding documents and removing debris all over the place is definitely weird. It could just be with a name like that, she's overcompensating for years of being teased by people, which only shows you need to be very careful in selecting a last name.

I let my kid climb an unstable mountain and a rock killed him.   You see, it turns out that this rock had been put there by people.  And once it becomes a people-put rock, I don't have to think anymore, all the thinking has already been done on that rock.

Damn thing was undercut and rolled.  But I never even thought of that, right, I mean "Why would I need to?"

Naturally, I'm seeking a large cash settlement.

The issue isn't that he got killed.
The issue is that she farking destroyed evidence.
If she hadn't it's entirely possible that she would have won her case and the family would walk away with nothing, but shredding documents and removing debris when there's an investigation going on involving those documents and debris is wrong- it's called obstruction of justice and it deserves to be punished.

Lassen is one of those rare places where there really are fallen rocks on roads. Elsewhere in my experience falling rock signs (or fallen rock signs) are about 0 for 5,000 in predicting presence of rocks on roads.

I remember two fallen rocks.  One on HWY 9 on a Saturday morning in the fog, I'd just got my license and my dad, a friend and I were headed up to castle rock state park.  Went around a corner and there was rock as big as a car in the lane. I deftly swerved around it. After that my dad didn't seem to question my driving. Oddly about 3 hours later we came back that way and there was no sign of it.

On HWY 89 on the east side of Tahoe in '87, drove past a rock in the middle of the road that was about Winnebago sized.  Drove back 12 hours later and it too was gone without a trace. Thus we can conclude that Cal trans workers are actually minor demons and the only reason for construction delays is to fark with us.

Anyway the Park Service people should know better than to destroy evidence that may be used in a civil trial. If the other side can prove they tend to win by default. Also people get kilt in National Parks all the time and you can't actually sue government employees themselves. So it's just a really dumb thing to do.
