cops pick up women who they either know to be prostitutes or who are soliciting sex and bring them to the lot behind McDonald's, where PDI offers women 45 days of live-in treatment, including trauma, substance abuse, and mental-health counseling, as well as help navigating social services, finding housing, and securing a job.

Sounds like mollycoddling criminal moochers to me.  They made their choice, let them live with it.  We shouldn't be giving them handouts.  Ayn Rand would not approve.

Or, you know, they could legalize and regulate prostitution which has been shown to lower crime rates, increase tax revenue, and reduce the spread of STDs.  Of course, doing that doesn't give them the opportunity to tell these women how horrible they are for being prostitutes.  If it doesn't punish or demonize women, minorities, or the poor, then it's not much of a solution, right America?

Yes, this is a better solution than throwing them in jail, but only in the same way that telling your child that they're a terrible person and going to Hell for masturbating is better than beating them with a leather belt.

There's also a mobile municipal court for handling low-level misdemeanors, like when a known prostitute leans into or flags down a car, which is a city ordinance violation. For higher-level misdemeanors, like actually offering sex for money, the women are still transported to jail, but can enter the program on pretrial release. "It's like planning a wedding every month," says Louis Felini, the Dallas PD sergeant

IDK whether to agree or disagree.

Here is the problem from what I can see.  There are essentially three options:

1.) status quo - obviously the worst for everyone involved and the most expensive, yet it is the most "popular" option politically
2.) forcing everyone into rehab - much better than the status quo and 1/4th the cost of continuing the status quo.  Probably even cheaper than that because of things like ER care and crime reduction.  Women involved at least have a fighting chance.
3.) regulated legalization - best for everyone, yet politically unpopular since it isn't "moral"

The majority of the right wing and about 30% of Democrats support 1, so the split vote on the other two options can't take hold on a large scale.  2 is easier to swallow than opening legal brothels and saves a bunch of money, but the second biggest group on the right are libertarians for 3.  If Dems try to run on either 2 or 3, they get called soft on crime.

So ultimately, we end up just pissing away shiatloads of money and making people live like they are in hell just because "criminals are bad guys, end of story."  Argh it's so frustrating

Don't they usually do it for first-time "nuisance" offenses? I ...um, have a friend... who completed a drug diversion program to avoid trial/jail - charge was STETted, and as long as he's a good boy, the state won't ever speak of it again (and an expunging is n order when the time comes).

Though now I'm remembering something about how that option is more available to "the right kind", and generally not in inner-cities. (Though I am speaking from a position of near-ignorance outside of the specifics above.)

I agree with what Dallas is doing, but I would not go so far as to say that prostitution should be legal.  In areas where it is legal, the trade is often dominated by trafficked foreign women.  Police will take away customers who scare the workers, but not only do the women often abuse this privilege, they are not sufficiently protected in terms of their living arrangements, ability to keep what they earn, etc.

Sometimes, it depends on how big the bag is. The bag at issue in that case weighed in at 6.7g (he got slightly cheesed off at his dealer; he'd just paid for 7g). If it'd been 10g, he wouldn't have been eligible. Was your buddy buying a lot?
