Some states have it in law that, if the governor is out of the state, the lieutenant governor is in charge. (California, for example. This was an issue when Pete Wilson was considering a Presidential run, since his lieutenant governor was of the other party.)

Apparently some folks don't realize that that rule doesn't apply at a national level.

I think it is a really bad idea for both of them to be out of the country simultaneously.  Biden is not asked to do a lot, I would think that sticking close to Washington while Obama is out of the country would be a reasonable request.

Why? This isn't 1824. The VP could be back on US soil almost before it was dark. It's not like it would be OMG! The President is dead! It will take six months to find the Vice President by smoke signal and carrier pigeon to even tell him! What will we do till then?!?

It doesn't mean anything. The president is the president wherever they are in the world and the only time they will not be president is after they die or leave office. Anyone who thinks otherwise is retarded and anyone who rights a story about it is desperate for readers.

On a related note of we ever decide to create a test to see if a person is able to vote I propose that getting this question wrong is an instant fail regardless of how well they did on the rest of the test because not knowing this shows that you know nothing of the way the American government is structured and operated.
