It's too expensive to go after people with lots of lawyers. Cost is too high and risk of a guilty verdict is too low. That's why the Justice Department didn't go after Lance Armstrong, IMO. Easier to bust and fine the hundreds of people who have no money and/or crappy lawyers and an open/shut case.

Once in a while you need a fall guy like Bernie Madoff so that people ignore the men behind the curtain who extorted close to a trillion dollars in money from the government.

True. Since every dollar spent needs to be approved unanimously by three people, Perry being one, he should be able to explain every expense.It is pretty safe to say that Rick Perry is incapable of explaining the finances of a ½ billion dollar slush fund.

Rick Perry has been treating the State of Texas as his own personal expense account for years. My favorite episode was when he and a bunch of lobbyists and legislators all flew to Bermuda (or the Bahamas, I can't remember which) to "study" reforming the way Texas funds education.

Pigs in the trough, but he's a good-ole-boy with a big pistol, the hicks in the sticks can't get enough of him.
