Unemployment benefits in NC maxed out at $535/wk until recently and they withhold 10% for the taxes on that. That's 30 weeks just to get $16k in benefits. If the numbers hold, and they probably don't, 30x9 = 270 weeks.To say nothing of his employability, this guy shouldn't be allowed to touch ANYONE'S finances in the first place. Let alone have control of an entire city's. I claim this guy was installed because he's highly corrupt and easy to manipulate.
