Pick: It would be good for Florida, because they would have more room in the jails for those caught driving under suspension, people who write bad checks, identity thieves, tweekers and shop lifters.
redlegrick: It's never gonna happen. Lawyers make too much money defending cases, fines, fees, and seizures keep too many municipalities afloat. The government (or if you prefer, gubmint) finds it convenient to make people criminals. Add in privatized prisons and the industries tied in with that and keeping pot illegal is a very lucrative process.
