xria: Yes, you are right. Declining water quality can cause epidemics that can wipe out hundreds of thousands of people in weeks given a bad enough outbreak. Air quality is only going to tend to kill tens of thousands each year.

willfullyobscure: Chinese society is uniformly corrupt and Chinese people as a rule are self-centered cheaters than have no compunctions about taking advantage of others. It's one of sthe significant downsides to Eastern cultures; groupthink doesn't lend itself to high personal standards for moral and ethical behavior.

vpb: I think that by "fine" they mean that it isn't any worse than normal.

By official estimate a quarter of China's surface water isn't even fit for industrial usage.
