Yes, you are right. Declining water quality can cause epidemics that can wipe out hundreds of thousands of people in weeks given a bad enough outbreak. Air quality is only going to tend to kill tens of thousands each year.

And the resulting epidemics of cancer in the coming future from the thousands of pollutants that are in the air, settle into things like water, crops, clothes, etc... lets not leave that out

In the scope of things, this will kill more people than one small tainted water supply.

Chinese society is uniformly corrupt and Chinese people as a rule are self-centered cheaters than have no compunctions about taking advantage of others. It's one of sthe significant downsides to Eastern cultures; groupthink doesn't lend itself to high personal standards for moral and ethical behavior.

The rotting pigs are actually probably some of the more benign things in the water.  By official estimate a quarter of China's surface water isn't even fit for industrial usage.
