It wasn't an "officer" that left the tickets. Kalamazoo contracted a company that hands out tickets instead of police officers. The company is damn near criminal in how they have set up the parking system. They have confusing signs that only allow parking on one side of the street one day and the other side on another day but have the times offset from midnight. So if your car is parked on the "correct" side, by 2am it will be parked on the "incorrect" side and will get a ticket. Notice both tickets were issued shortly after 2am? That's their "prime ticket hour". They also have many streets completely lacking in any kind of parking signs and if you fight the ticket, they will pull out a laminated photo and say that the parking rules are posted at the city limits and that everyone is subject to those rules whether they've seen one of those signs on the city limits or not. It doesn't surprise me at all that they didn't notice the dead guy in the truck... all they care about is handing out as many tickets as they possibly can.

When I lived in London, a street was closed for 4 days due to an IRA bombing. When the crime scene tape came down all the cars parked inside the tape line were immediately ticketed. Traffic wardens were actually on scene as the tape came down. All the tickets were eventually dismissed but only after the city council intervened.

That sounds like the city I lived in a couple years ago.  They did residential street sweeping at 7am.  Guaranteed to catch the largest number of people because that's when normal people are most likely to be home getting ready for work and getting the kids ready for school.  A city cop followed each sweeper writing tickets.  Also, the sweeper window ran from 7am to 11am and they'd ticket cars parked on the street even if the sweeper had already gone by hours earlier and the car was clearly parked over the sweeper's wet spot and couldn't have possibly blocked the sweeper.  If they weren't total scum, they'd do street sweeping from 9am to 1pm when the <i>fewest</i> cars would be parked on the street and they wouldn't ticket vehicles that had obviously parked after the sweeper had passed.  I don't miss that city at all.  Fark those putos.
