Not cop buzzwords, just English.

Estate = Housing Project (but usually filled with white scum i.e. chavs)

Dog chipping - microchipping dogs
Litter picking - picking up litter (as an organised group to beautify one's community)
Skip - dumpster
Fly tipping - illegal dumping (rubbish dumps are called "tips" as in "tip it in there")

Overall translation - trash are making the neighbourhood miserable for the poor but decent folk who are forced to share space with them.  The police are attempting to reduce the amount of alcohol-related carnage and disrespect for public spaces by being an obvious presence and forming bonds with the community.
