The problem is that North Korea can't negotiate with our diplomats because they simply don't know how. They don't operate in good faith, but I think a large part of it is simply ignorance as to how international diplomacy works. They don't understand acting with grace and formality, because they never have needed to as a country. They've rattled sabers and blustered for so long that they've forgotten that no one actually cares about them. They rail and threaten in an attempt to remain relevant. They think it's hilarious that they let Rodman come hang out but Kerry gets shafted.

Basically, it's more important to them to be seen as "sticking it to the Americans" than it is to actually get anything good happening. It's like an entire country run by the Tea Party.

I wish someone would explain to me (1) how an untrained civilian idiot like Rodman was permitted by the U.S. State Dept to even enter North Korea, and (2) how, once he went there and screwed things up further for the rest of us, he was allowed to re-enter the United States.

(1) The Department of State has not banned US citizens from traveling to and from North Korea.  In fact, the official Web site (adjust tinfoil hat before entering) tells you how to enter the country via China.  It also mentions the US cannot save your stupid ass once over the border.  (2) The US currently does not block its citizens from re-entry based on their acting like dipshiats abroad.

I had considered it might be an Obama plot..pictured them in the cabinet room, discussing how to talk to Kim without appearing to want to talk to Kim. "hey, let's send Dennis Rodman. anything that happens can be written off as weirdo-weirdo interaction".
