People are 'over-served' if they're slurring their words, combative or otherwise showing signs that a casual observer would recognize as a person being grossly intoxicated.  In other words, way beyond 0.08.

I'm guessing the owner canned her to keep his business - no one will go there to drink if word is out that they'll call the cops on you.

I was living in Beaumont several years ago, and word got out after several DUI's were handed out that the bartenders at a sports bar were serving everyone all the drinks they wanted, then calling the cops on them as they left.  The bar rapidly went from one of the busiest places in town to a barren wasteland, and closed down soon after...

I don't understand why it could somehow be the fault of the bartender. It is the responsibility of the person drinking to stop. You control your actions stop blaming someone else because they have more money.
