I think both of you need to look up the definition of the word paraphernalia.  "equipment, apparatus, or furnishing used in or necessary for a particular activity"  It doesn't matter if 100% of all people that like Bob Marley are also raging potheads, a poster is in no way used for smoking pot and labeling a poster as drug paraphernalia is pants-on-head retarded.  I don't care if it's a poster with a picture of a giant pot leaf with the phrase "I love smoking pot" in large blocky letters on it, it's not actually used for smoking pot.

Yeah sure, if someone were desperate enough they could technically try using a piece of it to roll a joint, but if you're being that broad with the definition then almost anything in your house could be considered paraphernalia.  Got any empty soda/beer cans around?  Those can be used to make a pipe, so paraphernalia.  Any empty milk jugs or 2 liter bottles?  Gravity bongs.  Hell, I once saw a guy improvise a smoking device using a glass of water and tin foil.

Here in Ohio the baggie the weed is in is now considered drug paraphernalia (4th degree misdemeanor). Possession of marijuana (or, as it is on my record from like 10 years ago, "possession of a controlled substance" which can be anything) up to 99 grams in the same container is a minor misdemeanor.

I wonder what would happen if you got caught with a couple of buds free-floating in your pocket? Would the police make you take them off so they could keep them as evidence?

I mean, I know that plastic baggies, if let loose upon the world, can be choking hazards for stray cats or whatever but it's weird that the actual drug itself is considered less of a charge than the container.

I wonder what would happen if the cops caught you with some weed rolled up in a Bob Marley poster?

My wife works in HR. She used to work for a chain store where she did hiring. One day she asked me if I knew what papraphernalia meant. I said "stuff".

She looks surprised and goes "oh". When I asked her why she reacted like that she reluctantly told me she passed on an applicant because he listed a paraphernalia charge and she thought it would be inappropriate to have a sex offender working in a store with so many children.

So now everytime I see a creepy looking guy with a pedo mustache I point him out and warn her to look out for the parapherniliac.

I have Bob Marley music on my hard drive, just bought Ziplocs from Costco last week, and a postal scale in my home office.
You can also find Bic lighters and incense if you look around.
