And why?

They have them to protect themself from insurance fraud.  A buddy lived in Belarus for 4 months and would not drive (the company gave him a Benz to drive).  Took the bus or cab because Russian drivers don't pay attention to traffic signals, lanes, road signs and basicly all are drunk.


The latter is a common misconception. Most Russian drivers are not actually drunk. They are simply posses a magical combination of belligerence, apathy and lack any understanding of the laws of physics.

It's been explained over and over and over.  But I'll try to keep it simple.  They exist mainly to protect the owner from two things:

1) Corrupt cops
2) Insurance scams
