The United States counts any baby exhibiting any signs of life as a live birth. In France, Czech Republic, Ireland and Holland it has to be over 22 weeks and 500gm before it is counted. The United States also counts premature babies who die before their due date but many other countries do not. Many countries also report deaths in the first 24 hours of life as still births rather than infant deaths. In the US they would be counted as infant deaths.

Cuba is known for the quality of their medical care and amount of trained doctors.Cuba has a lower infant mortality rate than the U.S. and it has programs in place to train U.S. medical students.So yes, Cuba has better medical care than Venezuela, and in some respects better care than the United States.
