I dunno, I was watching Videogamesawsome.com's Minecraft Valentines day webcast where ome dude handed the host a book to read on air. Turns out it was a poem written by the dude proposing to his offline girlfriend. That was pretty nerdy.

It lacks proper citations.  It should reference previous studies and some of the material it copied from.  He'll never get it into a journal that way.

I think a full 20 page or so policy report with a nice glossy top sheet summary would be a little more representative of the area. Not a lot of people here work directly with bills, but lobbying is kind of a thing.
\Or an ad in Jane's Defense Weekly.
