This is one of those rare situations where taking his comments out of context would have helped.  That last sentence you quoted is true.  Put in the full context of his comments, it's reprehensible.

This bill funds shelters so that people who are "free to leave" have somewhere to go. What a complete and total asshole.

I think it's more of a power struggle between the "Southern Strategy" Republicans and the more traditional wealthy/business interest Republicans.

The Democrats had the same problem back when those people were called "Southern Democrats".

I guess it makes sense.  The GOP has that relationship with most of their base and they can still pull roughly half the popular vote in the US on any given election day.  Seems that some people do enjoy being an in abusive relationship.
