We would get a lot of stuff accomplished if more bills were put before the House for an "up or down" vote.  Of course we also would get a lot done if the Republicans weren't going off on the deep end on traditionally non-controversial issues to an extreme to where their need to "save face" becomes a detriment to the passage of common sense bi-partisan legislation.

They've added some language that broadens the group of individuals covered under the law to include homosexuals and undocumented-immigrants (by granting them temporary visas) who are victims of domestic violence.

Oh wait... sorry.  I misread your question.  I thought you were asking what is in the new proposed version of the law that wasn't in the old version of the Violence Against Women Act.    You're asking what is in the VAWA that isn't already covered by other laws on the books.  The VAWA as originally signed back in the 90's provides federal funds to help pay for the investigation and prosecution of domestic violence cases.  It also includes sentencing guidelines/rules for those convicted of domestic violence, provides grants to fund community programs designed to prevent domestic violence, provides grants that help victims of domestic violence, and includes a provision that allows victims to seek monetary restitution even if the local prosecutor opts not to bring the case to trial.

The law needs, for some stupid political reason, reauthorization every few years.  So you're right on both counts:  It's already covered by existing law, but that law is about to expire so that stuff will no longer be covered...

There have been a few formal studies like that over the years. The first one I heard about was published in 2003. I'll see if I can dig one of them up, but it's been a while since I've read that kind of literature.
