Not unusual, really. Most milk in Canada (even those in grocery stores) is sold by the bag (usually 1.5 liters per bag). Supposedly their easier to recycle, produce less waste, takes up less space in shipping, etc.  Makes sense, really. Just buy a few bags, empty them into your own (glass/plastic) container, and recycle or throw away the little bag.

Don't know why that hasn't caught on in the U.S. I think it would work well for a number of our gallon jug-type purchases (milk, orange juice, fruit juice, etc.)

When I grew up, we had corporal punishment in school. That meant, if sending you to detention didn't work, they had the option of a very large male asst principal whipping your ass. I can tell you that was a bigger deterrent than a couple of hours in D-hall.
