These guys have done something similar, an inflatable structure made of concrete-reinforced fabric. Just add water.

Magorn: At Burning Man a decade ago there was a guy who built geodesic domes out of triangular cardboard beams coated with plastic.  They assembled with nothing more than a hot melt glue gun,and stood up to 70 mph winds.  The beams could also be filled with fiberglass to make it an insulated 4-season home.  He said he was trying to market the concept to the Red Cross for emergency shelters.  Wonder what happened to him?

Does the Red Cross do a lot of setting up of large numbers of emergency shelters?  They're a non-profit and have comparatively little money to spend on things like that.  I think they usually find it more cost effective and convenient to simply set up shop in space that other organizations donate (high schools, convention centers, churches, etc) when it is warranted, or to simply send volunteers to help other organizations, not purchase huge numbers of temporary shelters to deploy for people.  I think Mr. Burning Man was maybe barking up the wrong tree.

Not that it sounds like a bad idea; it sounds cool and he might've had better luck pitching to FEMA.  But then again there are a multitude of concerns that such a shelter would have to address that we might not necessarily think of immediately.  How many could he produce?  How well do they last in storage?  How well do they survive transport en masse?  How time consuming is the set-up?  Can they be taken down and re-used?  It sounds like, if they're being glued together, that you might not be able to disassemble them, in which case you'd have thousands of erected shelters taking up space that you'd need to dispose of and recycle when you're done with the sort of giant disasters that FEMA deals with.

Once again, a decent idea but the devil is in the details.
