There were other cops there...shouldn't one of THEM have been investigating the racial remarks, rather than the object of the remarks investigating them himself?

The story isn't well written, but it seems one of the guys alleged the cop mistreated them. The cop then said the entire time he was there they threatened him and used racial slurs. And the cops superiors said he should have reported that to begin with.

That doesn't even make sense. How is someone supposed to investigate himself? Clearly the cop figured out it was largely beer fuelled, and left it at that.  Hope he gets a pass on this.
