I know nothing about the processing of sugar, but it seems to me, that a grate meant to keep people from falling in, would be easy when sifting something as small as grains of sugar.

But if he was up there to unclog the hopper, he'd have a tougher time getting to the clog through the grate.

Bet the company still sells the sugar that was in the hopper.
