No one's saying it's an original joke. The damned joke predates Fark for fark's sake. This was a particularly well crafted execution of a particular form of comedy. It's worth noting. When did making a good joke become BAD because it wasn't completely new?

I think you have replaced critical thinking with internet memes.  The headline was well crafted, and it does beg the question about Niger's desire for involvement.  Which is usually mentioned, or omitted, when we commence these military aid programs.  Each with it's own message.  And ... thanks for checking my signup date?

When faced with writing a headline involving the country of Niger it's best to a) make sure it's informative accurate and relevant b) attempt at least some semblance of humor and go the Nigerian scammer angle or c) (and you know the answer is c) use the country name as a replacement for a well-known racist term in otherwise every day memes.

FTFA: Obama told Congress that the U.S. military presence was under the consent of the government of Niger,...France intervened last month - initially with airstrikes and later with about 4,000 ground troops. The United States has flown French troops and equipment into Mali and refueled French fighter jets there, the Pentagon has said. France plans to begin withdrawing troops from Mali next month, once African forces are in place to take over.

It doesn't specifically say when and where France was formally asked, but that is a rather niggling detail with "we're just helping France, we have permission, France is pulling out in a few weeks."

If you want to get all het up, try pointing out the descriptions of the actions and the stated plan are strikingly similar to Vietnam's official game-plan and the unwinnable nature of a "war" on "terror."
