Her actions are consistent with someone under the influence of a hallucinogenic drug. That's not the only possibility, but it certainly is one.

That's quite a bit more than the little bit of that video CNN had the other day. Can't even begin to imagine what the hell she was up to there. Or how or why she managed to get to the roof and inside of a water tank.
