How does a guy in prison so easily track down people who will do something like this for him?

It's like, "Sure, man. You want me to castrate Justin Bieber and his bodyguard with hedge clippers? No problem! Bobby and I will hit the road just as soon as he gets back from the hardware store."

I'm not a big death penalty fan, but when the person rapes, tortures and murders someone, then tries to do something like that again, he should probably be executed. Kill him as a safety precaution if nothing else.

I think castrating him with hedge clippers would be a nice compromise.
