The issue is that they could load one up in a very well sealed/lead lined container, plop it down on a container ship, and once it hits a US port, like Long Beach, CA for example, they can let it off.  While difficult, this is not as unlikely of a scenario as you may think.

See, there is a problem with this whole thing.  It reminds me of the other day, my son asks me (ragarding Syria), "Why don't we just nuke the whole place?"

Well, here's the thing.  The governments of these insane countries (like, say, Best Korea), the people making the decisions, the people in power, only represent a tiny fraction of the innocent population.  Even the military, which numbers in the millions, is subjugated by their leaders.
Is it really a good, honorable thing, to just indiscrimintly slaughter millions of people just to shut up a few thousand?  I don't think so.  And I'm quite sure that the world opinion of such an action would pretty swiftly go badly for us.

Yes, because China will just love it when Burma goes nuclear or the wacko Muslims in Thailand get a suitcase nuke and destabilize the region, etc.  They'll totally support North Korea in this business venture.  No wait, odds are it will be the opposite.

China wants control of who is passing out the nuclear candy in Asia and Africa (given China has major resource investments in African countries).  If North Korea gets too independent or otherwise annoying, China will ensure a regime change.  After all they have a heir in China and under their protection.  A couple deaths and the Chinese can ensure he is promoted.  Or they just look the other way and whistle while the West beats the fark out of North Korea.  Of course with that last option, they do lose their nice little client state.

/besides why are you buying Nork?  Because you can't afford Pakistani or Iranian goods?

All you need a football sized amount of highly enriched uranium to turn a major city into ash. It's not difficult to smuggle.
