Sounds plausible.  I wonder how the law affects him.  On the one hand I have no doubts he would be willing to either have an exemption for himself or simply ignore the law and expect his power to protect him; on the other hand if he's been reading enough of his own press he just might be delusional enough he doesn't HAVE a backup plan, and is banking everything on staying in power until he dies.
