A trickier question is, if it's illegal, is there anyone who can complain? There's some issues where due to court rulings, pending rule changes that haven't gone into effect, and positions eliminated, unfilled, or fillibustered that combine to mean there's almost no-one who currently can order official investigations on tax-exempt groups violating the IRS regulations.

One report from a New Mexico affiliate housed at a free-market think tank also funded by Donors Trust garnered national attention when it reported that millions of dollars in federal stimulus money had been allocated to non-existent congressional districts.

The government database on stimulus spending had indeed listed non-existent districts as receiving funds, but The Associated Press reported that the problem was due to data errors and that "'phantom congressional districts' are being used as a phantom issue to suggest that stimulus money has been misspent."

Two problems with that.  1. Right-wing wackaloons don't have the logical or cognitive capacity to reach that conclusion.  If they did, they wouldn't be right-wing wackaloons.  2. If you were a right-wing wackaloon, you would think the GOP is too liberal, so of course you'd want to fund a more "real American" alternative.

It's the ultimate answer to a concept we've joked about for years.  Republicans argue that the lower you lower taxes, the more revenue you take it.  So it stands to reason if you lower the tax rate to zero the governments income will go up to INFINITY BILLION DOLLARS A YEAR.
