As a South Dakotan, I can tell you no one talks like that here.  Sounds like Minnesota or Canada.

Yo know, when I was telling my wife about the video (hadn't shared it yet) I said the accent sounds like a cross between Eastern Canadian and upper Minnesotan.
I didn't think there was a South Dakota accent, or like an Idahoan accent it's very slight.

Citation needed.

In any case, that thing she's doing with her hands works for me just fine all by itself.

The voice doesn't quite sync with her mouth, and at one point the video is looped. Her accent was a little over the top, too. I wonder what she was saying in the original video, because her hand gestures are hilarious.

Canada =/= South Dakota

From the Toronto Sun:   Her Twitter profile reads, 'If it's in the teleprompter, I will read it.' But Global Saskatoon morning anchor Lisa Dutton made an unfortunate, and unintended, sexual gesture as she described how she helped her son's teething.  "He took the big, fat rubber end of my vibrating toothbrush and put it in his mouth," Dutton said, while her co-host, Kevin Stanfield, looked on.

Wow...hard to thunk Global Saskatoon could go down hill further than STV's Good Compnay with Colleen "Rat's nest" Wilson.

Sounds like Canadian to me, eh.

As a Canadian, I better not find someone from South Dakota implying that Canadians talk funny.  I would be pretty mad aboot that!

Should I be surprised that the people who are home on the internet on Valentine's Day didn't get the "SD dialect" joke?

I read it at my South Dakota-located office this morning, but I took a break from making sweet love to my wife to address your post.  Because I don't get it.

Are you trying to tell me there are people north of South Dakota?

Go ahead, pull the other one.

I once had a girlfriend with an accent like that.  Whenever I meet a woman who is not old and not fat or ugly who talks like that, I get half a shaft.

Although, my ex grew up entirely in Texas and southern Illinois.

Hint: it has nothing to do with the state of South Dakota.
