What a dumbass this person is. The goldfish has swim bladder. It can be cured by feeding it peas which act as a natural laxative. Could also skip feeding a day. It's nice that the person cares about the fish, but use some common sense.
Awww...poor little thing. Looks like he can't move his tail, just his front fins. So sweet of his owner to make him that little float. Sometimes, people are nice.
