Libel and slander are prohibited speech because they are 1) lies or 2) misrepresentations that do harm to the reputation of people. However, making fun of people is humour, parody or satire, which is protected free speech. Also, if the offence came from the truth of the representation of a person rather than from its falsehood, this is also protected free speech. You can't libel or slander somebody with the truth. In some cases, it might suffice to believe that you were speaking the truth, although don't quote me on that in court as I might be wrong, bulb-head.

I think this politician is wrong. You CAN make fun of people. It's a free country, almost. Especially if you make fun of people in such an obvious way that no reasonable person would construe the fun as a solemn statement of fact.

For example, if this politician's head were put on the slim, athletic body of a well-hung black pron star or athlete, it would clearly be a non-factual representation, and thus could not be considered libel or slander. After all, it's good to be a slim, athletic, well-hung black person. It's good to be young, black and talented.

It's not good to be a fat-headed politician. Especially a fat-headed Republican. Fat-headed Democrats such as the chubby Barney Frank or the egregious, giant Irish-head-bearing, and lamentably deceased Edward Kennedy, sometimes show signs of having brains in their heads rather than just being big-boned. It is definitely OK to have a big giant head if it is a big juicy, brain-filled head. Take Conan O'Brien--please! (rim shot)

Anybody else's body would almost be certainly an improvement on this guy.

I suggest a My Little Pony body. I think you can go as far as putting this guy's head on Whozit, you know, Willard Scott. No, wait, that's a white guy. Who am I thinking of? Al Roker. Thanks, Google!

Yes, definitely, short of some grotesque abomination of God's handiwork, like Rush Limbaugh, you can put a man's head on most bodies and even a moderate, reasonable, non-ultra-partisan Republican, will realize you are joking, should such a creature ever be seen again. They are believed to be extinct in the wild and to exist only in private zoos and old folks homes.
