I propose the following term-limits structure, solve this problem:

House: elections every 2 years, maximum of 19 years service (18 + no more than 1/2 of an emergency or appointed term).

Senate: elections every 6 years, maximum of 20 years service (18 + no more than 2 years of an emergency or appointed term).

SCOTUS: 18 years service maximum, staggered so that 1 justice is replaced every 2 years. Every President will appoint a minimum of 2 justices in a set system (more in the event of early retirement or death). This removes the 'hanging on until the bitter end' ideological judge, as well as the 'appoint someone who is 35, and will be around for 40 years' judge.

President: no change to the current setup.

Lotta hate for Clint in this thread. Dude's got a right to his opinion, just like everyone else. So he did something impromptu, as actors tend to do.

If it were Ed Asner shiat-talkng Bush you guys would've lapped it up.
