According to Frank Luntz, phrases like "smaller governmnet", "tax reform", and "capping spending" are polling poorly.  He suggests using "More effective and efficient governmnet", "simpler, flatter and fairer taxes", and "controlling spending instead", noting that "people don't care about what size the government is".

So, there's your new GOP-approved talking points.

Hell, I'll be surprised if he manages to say anything more interesting than Cain's impromptu plug for the (apparently replicating) Stephen Colbert and Jon Stewart programs in the middle of his TP response to the SOTU.
