Sounds like a variation on Munchausen's to me. Setting your own house on fire goes way beyond attention whoring into pathological territory.

Other arrest charges that were dismissed in plea bargains include fraud, identity theft, computer crime/theft and attempting to bribe a public servant.

Since she tries to garner attention over things involving her kids, I would lean towards Munchausen's by Proxy.  I am not a psychologist, however.

If it's a chunk of asphalt that breaks on impact, pelting bystanders then yes imaginary but real in function.  In any case, a kid that throws rocks at other kids, pretending it's a grenade needs "correcting".

The part where she tried to spin a tale about the family dog saving her and her family from a house fire that she was later convicted of setting.

She appears to crave attention, and likes to use those close to her as a way to get it.

Because the mother always gets to keep her kids except for very, very extreme cases.  If you know a woman who has had her kids taken from her, run far far away.
