All I know is that the stimulus was a giant failure. Government spending doesn't create jobs.

Now get to work on the budget, Obummer, but don't you dare cut defense spending, otherwise thousands of people will lose their jobs.

Well, focused like a laser beam would imply extremely low divergence and a single coherent frequency (in the Republican's case, the resonant frequency seems to be "tax cuts"), so it's a term that fits pretty well with how they operate... but it didn't originate with the current discussion on jerbs, it's been around about as long as the general population has known anything about lasers.
