Should have done what any real outdoor enthusiast would do, bust out half a tab of the "worlds tiniest sleeping bag". You will move 3X faster and have boundless energy (you might find yourself rolling around in a meadow of alpine flowers giggling or hugging giant cedar trees....you've been warned)

they should average the actual cost of picking him up, and the penalty he would receive if someone died because the helicopter was busy on him, and just let him have that. whats halfway between $NZ10,000 and manslaughter?

I'd say triple:  The next 2 actually emergency rides are sponsored by him.

If I ended up tripping an emergency beacon without due cause I know I'd end up paying the bill.

These folks should have to sign an agreement before they get one of those beacons.

"I hear by agree to reimburse any emergency service for their efforts if this beacon is activated for anything other than the emergency situations detailed below:
-Severe injuries where a traveller is incapable of returning in a timely manner
-Extreme weather which may severely threaten the lives of one or more traveler
-etc
If the beacon is activated and it is deemed to be inappropriate I am entitled to a hearing to deem if my reasoning is a valid use of the beacon.

In a serious answer to a not-serious question, at least in the South Island there's all these inconvenient mountains running down the middle.  Getting somewhere by sky and getting somewhere overland are hugely different because in most places you simply can't cross the mountains over land causing you to have to go around, many many hours out of the way.

The west side of the mountains there isn't much but rain forest, rain forest, and more rain forest.  There's a few tiny towns and one or two roads, but mainly just mountains, fiords, rivers, and rain forest.  To get a lot of places it's helicopter or walk.

Oregon is smaller, in overall area, than New Zealand, and we have a dedicated search-and-rescue team with helicopters.  Because when people get into serious trouble in the wilderness, they frequently aren't close to a road.
