The answer is always that you should judge your employees on what they achieve, not how they go about doing it. If an employee achieves more spending half the time on facebook than another that never does anything non-work related and including some unpaid overtime, the first employee is still the better one. If you have no idea what your employees are achieving in their time at work then your problem is the management and control of your company, not what your employees are doing.
