Let that be a warning to you kids out there.  Never drive in the left lane unless you are passing or you might just get hit by a car flipping over the meridian into your lane of traffic.  Now if you are in the left lane and passing then you will never get hit by a car flipping over the meridian into your lane of traffic.

Yeah because we all know nothing bad ever happens if you follow the rules right? It doesn't matter to LE that she was following traffic safely it was still her at fault for being in the wrong lane while talking on her phone. She wasn't tailgating the car in front of her or going way slower. she was keeping up with the leading car as near as I could tell and leaving what most people would consider a very safe distance.

The point you seem not to be grasping - and several folks have already taken a swing at explaining this - is that, whether or not she was driving in the most perfectly courteous way, her driving had precisely nothing to the do with the disaster that followed. If anything, driving five mph faster would've made the situation worse, if only by a very small degree. Do you get this? One does not relate to the other.

If there is any possible way for a driver to pass you on the left, you are not in the correct lane.

Get Over and out of the way.

This is true only on highways and freeways.  On multi-lane arterial roads, it is not the case.  From the video, there appears to be a large sign coming into view just before the crash, and I can't exclude the possibility that it is an intersection.  Maybe you know, for sure, that this is a freeway, but I do not.  If it is an arterial, and there is an intersection ahead, then she may be planning to make a left turn, in which case she is in exactly the correct lane.

As far as the person passing on her right, the road also appears to be curving to the right, so drivers in the right hand lane will be advancing even if they are driving at the same speed.  It could be that the car on her right also wants to make a left at the upcoming intersection, and is passing to make a lane change.  She is maintaining her distance behind the traffic ahead of her, not falling farther behind, so she is not impeding the flow of traffic.

Your critiques have merit if we make a series of assumptions, but those assumptions are not fully supported by the video.

Well, duh. That's proper driving technique if the guy in front of you is not breaking the speed limit as much as you want to break the speed limit. Also, talking and listening to the radio are just distractions, and keep you from driving exactly as fast as your caffeine-fueled reflexes will allow.

Oh, really.  I was looking down the road to watch traffic, not trying to see through a screen to oncoming traffic.  All she could have done is to swerve right and take the impact on the driver's door, which would have killed her (anyway?).  No time to react, no good options.

She could have been in the proper lane, and the car wouldn't have hit her.

Instead, she opted for the fast lane, so she could hog it and drone endlessly into her cell phone without having to 'worry' about anybody ahead of her.

Had she:
been on a different road, she would not have been hit;
left a little earlier, she would not have been hit;
left a little later, she would not have been hit;
pulled over to take a pee break, she would not have been hit.
Had a butterfly in China flapped its wings twice instead of only once, she would not have been hit.

Which was the conclusive factor?  That she was on her cell phone?  Not paying sufficient attention? In an inappropriate lane?  Or driving improperly?
Perhaps I don't see as clearly as you but I can't tell what she might have been doing wrong.  Where I live cell phones are acceptable if the driver is using them hands-free.  I don't know the laws everywhere, but she was keeping up her speed in the lane she was in, she wasn't swerving, and the car came at her from an unexpected direction.   I see nothing to support your criticism of the unfortunate driver.
