People need copper far more often than they need health care.  Copper should be free. Then there'd be no incentive to steal  it.

We need stronger, sensible wrench control.  There's no reason for civilians that they HAVE to own them.   There's no constitutional right to a wrench.  If we just made sure wrenches were available for people who need them, like plumbers and mechanics--it would certainly be a big help against copper thieves (and other wrench-equipped ne'er-do-wells).  In fact--I'm sure every person in that clinic would gladly give up their wrench if it meant their heat could be on.
