Mayor Roy C. Afflerbach said Friday that he has granted amnesty, allowing those who never received their first bill until Feb. 15 to pay the $19.60 per person tax without penalty.

I like haw not only are they trying to steal from the population, but they make it the populations responsibility to make sure that the robberp goes off well. They shouldn't even be taking this money in the first place and they can't even do that right.

I think yes applies on crazy bat-shiat tax laws that nobody knows about and/or comes only once a year. I'll pay power bills even if I don't get the invoice because I know I used their service. A big fark you is all someone gets when they demand a per capita tax late fee. Because I really made use of that.. capita.. per.

Way, way back in when Sprint was first starting as a long distance service we got one bill, then went about 5 months without receiving another one. When one finally showed up it was for only one month of service...poof....five months free.

My dad went without a water bill for about two years. They didn't send one, so he didn't pay for it. When the water company discovered their mistake, they shut off our water and wouldn't turn it back on until my dad paid the two years in full including late fees. I was maybe seven when it happened. I think we were without water for maybe two days.

Whilst googling I learned that a "per-capita tax" is basically a government taking their bills and dividing that by the number of people in their district, and charging each person their share of the tax burden.

Most sites I read seemed to think this type of tax usually unfairly burdened the poor, allowed unrestrained spending, charged areas that use less government resources the same as those that used much more, etc.

I tend to agree.
